HSE Manager

Role: HSE Manager (Data Centres / Mission Critical) Location: Istanbul, Turkey Employment Type: Residential / Contract Right to Work: Candidates must be able to live and work in Turkey or be willing to relocate The Opportunity An exciting opportunity has arisen for an experienced HSE Manager to support the delivery of multiple large-scale mission-critical construction projects in Istanbul. This role will be responsible for leading all health, safety, and environmental activities across a complex, fast-paced project environment, ensuring the highest standards of safety performance throughout construction, commissioning, and project handover. The successful candidate will be a strong people leader with the confidence to challenge decisions, influence stakeholders at all levels, and drive a proactive safety culture across multiple project teams and contractors. Due to project requirements, candidates must be based in Turkey or willing to relocate to Istanbul. Key Responsibilities Lead and promote a best-in-class health, safety, and environmental culture across multiple project sites. Act as the primary HSE representative for project leadership, contractors, subcontractors, and client stakeholders. Ensure compliance with all relevant HSE legislation, project requirements, and industry best practices. Develop and implement project-specific HSE strategies and improvement initiatives. Conduct regular audits, inspections, and site safety reviews. Review and approve risk assessments, method statements, permits, and safe systems of work. Lead incident and near-miss investigations, ensuring effective corrective and preventative actions are implemented. Monitor contractor performance and drive continual improvement in safety standards. Deliver toolbox talks, inductions, and workforce engagement initiatives. Produce regular HSE reports, metrics, and performance updates for senior leadership. Support environmental compliance, sustainability initiatives, and waste management programmes. Ensure safe execution of high-risk construction and commissioning activities. Candidate Requirements Essential Proven experience as an HSE Manager , EHS Manager , HSEQ Manager , HSSE Manager , or similar senior HSE professional. Previous experience within data centre, mission-critical, hyperscale, pharmaceutical, semiconductor, industrial, or other complex construction environments . Strong understanding of construction safety management systems and contractor management. Demonstrable experience supporting large-scale projects through construction and commissioning phases. Excellent leadership skills with experience managing and developing HSE teams. Ability to influence stakeholders at all levels and effectively challenge decisions or behaviors where safety standards may be compromised. Strong communication, reporting, and stakeholder engagement skills. Experience conducting incident investigations and root cause analysis. Strong knowledge of risk management, behavioral safety, and compliance programmes. Qualifications NEBOSH, IOSH, or equivalent recognised HSE qualification. Degree, Diploma, or equivalent qualification in Health & Safety, Environmental Management, Engineering, or a related discipline. Working knowledge of ISO 45001 and recognised HSE management systems. Desirable Previous experience delivering projects within Turkey . Knowledge of Turkish HSE legislation and regulatory requirements. Experience working within multinational project teams. Prior experience on mission-critical, data centre, or hyperscale developments.
