The primary purpose of this position is to provide oversight, monitoring, and base development technical engineering support for all 302 Airlift Wing facilities by performing the more difficult and complex tasks needed for maintenance, new construction, renovations, and improvement projects of real property facilities including utility systems.
Plans, coordinates, evaluates, and recommends for approval all 302 Air lift Wing requests for new construction, renovation, maintenance, and improvements of real property facilities including HVAC, Electrical and Utility systems. Coordinates projects with engineers, architects, and staff in a variety of disciplines and/or working groups. Works with organizational managers, budget personnel, and engineering/architectural authorities to develop and gain approval for proposed facility programs/projects. Assures that plans are complete, comprehensive, and meet user and code requirements by implementing and evaluating programs to manage safety risks, fire safety risks, and facility response to emergencies as well as to manage risks to personnel and property.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions SPECIALIZED EXPERIENCE: Current and Prior Federal Employees: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. External Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Specialized experience includes knowledge of a wide range of rules or operations for projects involving specialized or complicated procedures requiring substantial training or experience in methods and practices of drafting techniques sufficient to produce engineering drawings involving original, novel, and/or complex designs; knowledge of interpreting drawings, plans and specifications and take action or make recommendations based on preliminary data interpretation or analysis; knowledge of automated systems (such as DMLSS-FM) to create and maintain technical drawings, schematics, project plans, reports, and building/equipment inventory records; knowledge of standard mathematical formulas to make computations; identify and correct deficiencies; and prepare and present reports and documentation requiring a high degree of precision and using a variety of projection techniques to portray unusual or complex designs; knowledge of fire protection and electrical codes and standards, fire protection concepts, containment and smoke removal, automatic sprinkler systems, water supply sources, fire evacuation and shelter operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required for Current and Prior Federal Employees to meet the time-in-grade requirements for the GS-11 level. One year at the GS-10 level is required for External Employees to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: General and practical knowledge of engineering concepts, methods, principles, practices, and techniques; familiarity with engineering disciplines (mechanical, electrical, structural, utilities, etc.). Knowledge of program planning and budgeting cycles, financial control, and budget systems; work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds; automated data processing system capabilities and economic usage to effectively accomplish assigned functions. Knowledge of standard contracting, security, and safety regulations, practices, and procedures specific to Air Force organizations. Knowledge of analytical and diagnostic methods, procedures, and principles and surveying methods, equipment, and techniques of measurements to identify project requirements and deficiencies. Ability to plan and record site/facility surveys and inspections. Ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
