# CONTRACT SPECIALIST

Office of Naval Research

You will serve as a Contract Specialist in the Special Projects Branch, Code 0241 of BOSTON DET.
You will maintain ongoing contact with award recipients to ensure compliance with contract, grant, and award terms while resolving problems that arise.
You will conduct initial conferences with award recipients to clarify standard and special provisions of contracts, grants, and other awards.
You will make final determinations on cost allowability, allocability, reasonableness, and other key administrative matters affecting awards.
You will review and analyze proposed subcontracts and either consent to or withhold consent for their placement.
You will negotiate administrative modifications, deobligation of funds, and other contract documents.
You will approve or disapprove requests for payments and advance payments from award recipients.
You will perform or manage reviews of contractors’ purchasing and property management systems for compliance with federal regulations and policies.
You will close out completed awards by verifying final reports, allowable costs, property disposition, and all other requirements are met.
You will analyze contractor claims, conduct negotiations, and prepare findings of fact and final decisions as required.
You will participate in process improvement projects, develop templates and procedures, or perform other assigned duties.
You will perform audit resolution, e.g., to resolve findings in DCAA Audits.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-11/12) or pay band (NO-03) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: (1) performing the full range of contract administration functions (e.g., closeout, voucher reviews, executing modifications), (2) supporting business process improvement, (3) conducting pre-award risk reviews or responsibility checks, and (4) conducting post-award conferences with contractors. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
