ENGINEERING TECHNICIAN (CIVIL)

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a developmental position with the full performance level at GS-11. Incumbent will be performing journeyman level work in contract administration support; office engineering support; and in performing installation, maintenance, operation, and testing duties. Resolves a variety of non-standard surveys, construction, and design problems. Verifies contractor compliance with the contract and checking workmanship. Receive and log contract correspondence into the computer system. Reviews proposed contract modifications or field changes to ensure any new, deleted, or revised bid items align with the original bidding schedule. File logs such as Quality Control (example: field-testing records, inspections); Quality Assurance (example: submittals) and file copies of drawings. Ensuring all records are complete and are contract compliant. This is not a complete duty of the position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes logging, documenting, and tracking contractor's submittals; analyzing contract schedules; and assisting with resolving construction disputes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
