Supervisory Orthotist/Prosthetist

The Supervisory Orthotist/Prosthetist serves as the lead for the Prosthetics and Orthotics section within the Physical Medicine and Rehabilitation service at the VA Pacific Islands HCS. The incumbent is responsible for improving the quality of orthotic and prosthetic devices provided to Veterans, increasing the percentage of in-house limb production, and providing therapeutic assistance to patients. VA Careers • Prosthetics: https://youtube.com/embed/3NUvF5jjErQ Major Duties include but are not limited to the following: Clinical and Technical Functions: Measure and fit patients with prescribed orthotic and prosthetic devices, including custom-made appliances for complex cases. Consult with physicians for immediate postoperative fitting of temporary prostheses. Design and fabricate static and dynamic devices, including for complex and serious disabilities. Supervisory and Managerial Functions: Supervise a team of orthotists, prosthetists, and technical staff, including those at remote and satellite locations. Provide administrative and technical supervision, including work assignment, review, and performance management. Develop and update functional and position descriptions, performance standards, and work improvement plans. Resolve informal complaints and grievances, provide advice and counsel, and effect disciplinary measures as appropriate. Ensure compliance with safety regulations and maintain MSDS data sheets. Program and Administrative Management: Monitor departmental workload, clinic volume, and generate reports to support staffing and resource allocation. Oversee the collection and analysis of quality assurance and NPPD data, and prepare quarterly reports. Adjust staffing levels and work procedures to accommodate resource allocation decisions. United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. 2. English Language Proficiency: Orthotists, prosthetists, or orthotist/prosthetists must be proficient in spoken and written as required by 38 U.S.C. 7402(d). 3. Education: The individual must meet at least one of the requirements below: A bachelor's degree or higher in orthotics and prosthetics from a Commission on Accreditation of Allied Health Education Programs (CAAHEP) accredited program. OR A bachelor's degree or higher in any major along with a post-graduate orthotics or prosthetics certificate from a CAAHEP accredited program. Foreign Graduates: Graduates of foreign degree programs must have proof of a minimum of a Bachelor's degree from an accredited college or university (or foreign equivalent, as verified through an independent credential evaluation company), with a specialization in orthotics and prosthetics. 4. Board Certification: Candidates must be board certified by the American Board for Certification in Orthotics and Prosthetics (ABC) or the Board for Orthotist/Prosthetist Certification (BOC) as an orthotist, prosthetist, or orthotist/prosthetist. The board certificate must be current and the applicant must abide by the certifying body's requirements for continuing education. Certification as a technician, pedorthist, assistant or fitter does not meet this requirement. Grandfathering Provision: May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Orthotists, prosthetists, or orthotist/prosthetists employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and certification that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: Orthotists, prosthetists, or orthotist/prosthetists that do not meet the basic requirements for education and certification may be reassigned, promoted up to and including the full performance (journey) level, or demoted within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. Employees initially grandfathered into this occupation who subsequently obtain additional education and/or certification that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. If an employee who was retained under this provision leaves the occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. Grade Determinations: Supervisory Orthotist/Prosthetist, GS-12 Experience: Completion of 1 year of experience equivalent to the next lower grade level as an orthotist/prosthetist functioning as a full member of the clinical team which includes significant involvement in treatment plan development for the most complex types of conditions. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate the following KSA and demonstrate the potential to acquire the assignment- specific KSAs designated by an asterisk ( ): Knowledge of regulatory requirements established by the ABC, BOC, the National Committee for Orthotic/Prosthetic Education (NCOPE), the International Association of Orthotists and Prosthetists (IAOP), the American Academy of Orthotists and Prosthetists (AAOP), Joint Commission on Accreditation of Healthcare Organizations (JCAHO), etc. Knowledge of administrative functions including budget development and management, inventory management, space and workload planning, as well as knowledge of the National Prosthetic Patient Database (NPPD), knowledge of the Prosthetic National Software (PNS) package, Decision Support System (DSS), and knowledge of accreditation requirements for orthotic and prosthetic laboratories and certification requirements for individuals. Ability to analyze data and provide reports using CPRS, Vista, DSS, HCPCS codes and other patient database information. Ability to provide training to orthotists/prosthetists in new technologies and innovations in devices. Ability to manage and supervise employees. The actual grade at which an applicant may be selected for this vacancy is GS-12 Physical Requirements: Requires standing and walking for about 50% of the workday; ability to squat, kneel, push, pull, and lift loads from the ground and above shoulder height. Occasional lifting of 20-50 lbs, frequent lifting of 10-25 lbs, and constant lifting of 10 lbs. Requires manual dexterity and coordination for device fabrication and equipment use.
