Motor Vehicle Operator

The Motor Vehicle Operator is in the Department of Veterans Affairs (VA), Chillicothe VA Medical Center. The position is in the Fleet/Grounds Department, Facilities Management Service (FMS) and works under the direct supervision of the Fleet/Grounds Supervisor. The primary purpose of the position involves the operation of Fleet/Grounds vehicles and equipment assigned to support the facility and maintain the grounds. Duties and responsibilities include but are not limited to: Operates gasoline and/or diesel-powered vehicles such as sedans, station wagons, vans, pick-ups, and ambulance to transport personnel and/or cargo. Operates vehicles, passenger vehicles and equipment up to or over 26,001 lbs. Operates equipment assigned to maintain the grounds including, but not limited to, tractors, weed eaters, saws, scythes, snow removal equipment, hand tools, and tree and bush trimmers. Worker transports passengers and/or cargo in all types of weather and road conditions and is subject to exposure to the elements during loading and unloading, refueling, and changing flat tires. Inputs fuel receipts and maintenance receipts for DAV, VA owned, and GSA vehicles. Checks vehicle requests daily and dispatches vehicle for request. Uses programs for vehicle reporting to include GSA Fleet. Completes trip tickets, gas tickets, gas receipt forms and vehicle trip logs. Inputs and manages data regarding labor hours, repair expenditures and other work order information. Applicant must always maintain a driving record in good standing. Physical Requirements/Working Conditions: Employee must have the physical ability and effort to apply asphalt, load and unload materials, supplies, tools, garbage, and trash, cut grass, trim trees, clean ditches, move earth, etc. Employee must perform heavy lifting in a manner to ensure against injury to self or other personnel. Heavy physical effort may be required in loading and unloading personnel into or out of ambulances and in the transporting of various supplies. Incumbent may work from ladders, scaffolding, and/or hydraulic platforms. This position requires working in uncontrolled environments, in inclement weather conditions, and in confined or uncomfortable spaces. Many work sites are hot, dirty, dusty, greasy, poorly lit, cramped and with unpleasant odors. Occasionally is subject to possible dangerous working conditions including exposure to hazards normally encountered in the hospital trades and various types of infections. May be subject to burns, cuts, bruises, and strains. Required to wear appropriate personal protective equipment as necessary to accomplish assigned tasks in a safe manner. Environmental factors the incumbent may be exposed to include: Outside and inside work. Excessive heat, cold, humidity, dampness, or chilling. Excessive noise, intermittent. Constant noise. Dust, fumes, smoke or gases, solvents, grease, and oils. Slippery or uneven walking surfaces. Working around machinery with moving parts. Working around moving objects or vehicles. Working on ladders or scaffolding. Working alone or closely with others. Protracted or irregular hours of work. Operator is required to work outside in inclement weather and may be exposed to extreme weather conditions including, but not limited to, cold, snow, sleet, freezing rain, rain, heat, and dusty conditions, while loading/unloading vehicles and/or maintaining grounds. Operator may work under disagreeable conditions handling trash, garbage, cutting weeds in humid weather, etc. Operator must drive in all types of weather and/or traffic and is exposed to the possibility of serious accidents. Operator is subject to cuts, bruises, and broken bones as a result of accidents while driving or when loading and/or unloading vehicles. Operator may be exposed to bees, wasps, hornets, and other types of insects in common practice. This position requires walking, standing, bending, sitting, crawling, and climbing. Incumbent must have good vision, with or without glasses. May lift or carry tools, equipment, ladders, scaffolding, parts and supplies up to 50 pounds. May occasionally lift and carry items over 45 pounds. May perform the following functional requirements as frequently as daily: Heavy lifting, 45 pounds and over. Heavy carrying, 45 pounds and over. Reaching above shoulder. Use of fingers, both hands, and both legs. Walking, standing, and repeated bending. Climbing (use of legs and arms) Operation of crane, truck, tractor, or motor vehicle. Ability for rapid mental and muscular coordination simultaneously. Near vision correctable at 13" to 16" to Jaeger 1 to 4. Far vision correctable in one eye to 20/20 and to 20/40 in the other. Both eyes required. Depth perception. Ability to distinguish shades of color. Hearing (aid permitted) for conversation.
