Senior Advisor

As a Senior Advisor with OPM, you will serve as a principal advisor to senior leadership within Healthcare and Insurance, providing analysis, recommendations, and oversight for high-priority policy, legislative, and operational initiatives, including implementation of the Postal Service Reform Act. Advise senior leadership on policy, program, operational, and legislative issues affecting healthcare and insurance programs. Lead and coordinate complex workstreams, analyses, and initiatives with organization-wide impact. Develop and evaluate policy options, implementation plans, and strategic recommendations. Prepare position papers, studies, briefings, and materials for internal and external audiences. Assess risks, develop mitigation strategies, and support change management initiatives. Conduct research and fact-finding related to legislation, executive actions, and industry trends. For the GS 15: You must have one year of specialized experience equivalent to at least the GS-14 level in the Federal service that includes ALL of the following: Interpreting and applying regulations governing federal benefits programs (FEDVIP, FEGLI, FLTCIP, FSAFEDS) Analyzing the development of an operating plan outlining the audit resolution and compliance activities Providing advisory services to senior officials on policy, program, or operational issues. Leading or coordinating complex projects or initiatives that involve multiple stakeholders. Analyzing legislation, regulations, or policy proposals and developing recommendations. Preparing written products such as policy papers, reports, or briefings for top leadership. Applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 grade level is required to meet the time-in-grade requirements for the GS-15 level.
