National Defense University (NDU) supports the joint warfighter by providing rigorous Joint Professional Military Education to members of the U.S. Armed Forces and select others in order to develop leaders who have the ability to operate and creatively think in an unpredictable and complex world. This is a Title 10 Excepted Service Appointment. Appointment is not to exceed 2 years with the possibility for extension. INTRODUCTION: This position is located at the National Defense University, College of Information and Cyberspace (CIC), Fort Lesley J. McNair, DC. The National Defense University (NDU) educates joint Warfighters in critical thinking and the creative application of military power to inform national strategy and globally integrated operations, under conditions of disruptive change, in order to conduct war. Under the direction and leadership of the Chairman of the Joint Chiefs of Staff, and the oversight of the Director, Joint Force Development (DJ7), NDU offers a collegial and collaborative academic environment to support the joint warfighter by providing rigorous Joint Professional Military Education (JPME) to members of the U.S. Armed Forces and select others in order to develop leaders who have the ability to operate and creatively think in an unpredictable and complex world. Students are selected for their leadership potential and attend classes at Fort Lesley J. McNair, Washington, DC; the Joint Forces Staff College, Norfolk, VA; and at the John F. Kennedy Special Warfare Center and School, Fort Bragg, NC. A variety of on-line courses are offered as well. At NDU students are taught to think critically, innovatively and disruptively in order to anticipate and overcome future challenges to national security. The curriculum combines information technology and classroom experience with many other aspects such as international travel and exposure; interaction with industry, members of the interagency community, and international allies and partners; and participation, research and professional exchanges with local and national consortia of national security academic institutions. The CIC educates joint warfighters and national security leaders in order to lead and advise national security institutions and advance global security within the cyberspace domain and through the use of the information instrument of national power. II. MAJOR DUTIES: Serves as Director, Office of Student Services. Responsible for facilitating the operation of the Student Services Office. This position also manages a variety of educational programs, projects, and services and for CIC, as well as manage the administration of the College's Student Information System (SIS). Role includes three broad areas of responsibility: 25% Institutional Research. Compiles and disseminates historical data on enrollments, degrees conferred, and retention and graduation rates for utilization by the College and University. Conducts ad hoc studies on significant policy issues. Plans and conducts studies that evaluate and predict program achievements and student performance and prepares interpretations of results and recommendations. Studies involve such significant matters as the grading system, admission policies, course prerequisites, objectives and contents, or instructional methods. Maintains a compendium of statistics for faculty and staff use. Manages and reports on various scheduled projects. Conducts and analyzes a variety of surveys for research projects to satisfy reporting requirements, as well as contribute toward program improvements. Evaluates selected performance indicators for the evaluation College's Strategic Plan: 25% Program/Project Management: Provides program management oversight and administration for special groups of students and related special projects. Plans, executes, and monitors academic related student services activities. Provide continuous evaluation of the programs and make independent decisions about program administration. Analyzes and evaluates the effectiveness of program operations in meeting established goals and objectives on a quantitative or qualitative basis. Informs leadership of program status, and develops reports and briefings on the progress of projects. Provides requisite administrative guidance to CIC leadership to ensure compliance with policies and procedures; advises leadership in special topic areas such as academic credit, degree program administration, and accreditation requirements: 25% Student Information System (SIS) Administration: Provides critical input toward the development and maintenance of the SIS for the College. Ensures for appropriate system maintenance, including course setups, preservation of data integrity, and data corrections. Extracts information from SIS for ad hoc and scheduled reports. Provides substantive recommendations concerning improvements in processes, as well as enhancing customer satisfaction. Coordinates with representatives of senior management on planning operational changes; managing changes, implementing systems upgrades; and documenting policies and procedures. Represents CIC at University SIS meetings: 25% Performs other duties as assigned. CONDITIONS OF EMPLOYMENT: This position is governed by I0 USC 1595 and NDU Regulation 690-4 dated September 2010. Must be a U.S. citizen and possess or able to obtain and maintain a Secret security clearance. An earned at least a Master's degree from a regionally accredited institution of higher education in a field related to this position or a Master's degree and 5 years' experience in an academic support position. This position requires the employee to occasionally travel from the normal duty station. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Requirement: Earned a Master's degree, or higher, from a regionally accredited institution in a field related to the position OR a Master's degree and 5 years' experience in an academic support position. Official Transcripts: Official transcripts are not required at the time of application; however, if the position has a positive degree requirement, qualifying based on education alone or in combination with experience, transcripts must be verified PRIOR to appointment, if selected for the role. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in a conventional U.S. education program. It is your responsibility to provide such evidence PRIOR to appointment. Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. You must provide a copy of the letter containing the results of the equivalency evaluation upon request. Failure to provide such documentation when requested will result in lost consideration.
