About the Position: his position is located at the 31st Medical Group at Aviano Air Base, Italy. Aviano Air Base is home to the 31st Fighter Wing. The wing's mission is to provide combat power across the globe in support of US and NATO objectives. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service. Serves as a Health System Specialist responsible for planning, coordinating, and overseeing the patient experience program within the Medical Treatment Facility. Conduct experience improvement analysis using qualitative and quantitative methods to evaluate the efficiency and effectiveness of the Customer Service and Patient Advocacy programs. Evaluate customer service data to identify performance gaps and recommend targeted improvements to enhance patient satisfaction and operational efficiency. Coordinate public messaging with the Public Affairs Office to ensure consistent outreach to the broader beneficiary population. Advises leadership on matters impacting both internal staff and external beneficiaries to improve responsiveness and patient satisfaction. Present findings and analysis of both positive and negative service trends to executive leadership and propose actionable strategies for improvement. Specialized Experience: One year of specialized experience which includes administrative or clinical management in the health care field, managing the day-to-day operations of a medical practice. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
