BUDGET ANALYST

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a BUDGET ANALYST, Position Description Number D2656000 and is part of the PA Training Center, National Guard. 1 or more Position(s) may be hired against this Announcement. As a BUDGET ANALYST, GS-0560-09, you will perform analytical research of financial data to plan, formulate, program, and execute annual operating budgets for the Training Center. Evaluate and validate budget proposals submitted by separate directorates, offices, and other Training Center activities. Perform budget transactions involving general ledgers with several subsidiary ledgers for personnel, operations and maintenance, revolving funds, and state or federal appropriated and non-­appropriated fund activities. Assist with developing and implement training site policies, procedures, guidelines and regulations pertaining to fiscal management, budgeting, funding, procurement, payroll, accounting, reporting, internal survey and audit at training site. Perform other duties as assigned. APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Non-Bargaining Position AOC 1: NG Employees at the Training Center AOC 2: NG employees in the Training Center AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes M-Day Soldiers, Temporary Technicians and AGR Personnel) Military Grades: ENLISTED E5-E7 The supervisor for this position is Mr. Mance NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance DOD Level 2 FM Certification required within 2 years of hire. GENERAL EXPERIENCE: All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Application must indicate 3 months of basic finance budget training or competencies that provided knowledge of financial principles and procedures. Must have some understanding of the basic principles and concepts of the National Guard financial budget business program requirements. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. SPECIAL NOTE: Per the Merit Promotion and Placement Plan (MPP) if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Chapter 4 of the MPP.
