# Contract Specialist (P-Card Analysis)

This position is Non-appropriated Fund (NAF) and will be assigned to the Air Force Services Center at Port San Antonio, TX. This is a regular full-time category position with guaranteed 40 hrs. per week. Employees appointed to a regular category position are eligible for benefits.
Conducts reviews and analysis of Purchasing Card (P-Card) policies, functions, and programs. Uses quantitative and qualitative methods to analyze policy and process implementation. Assesses functional areas, develop trend analysis, and conduct fact-finding. Prepares and delivers reports on findings and makes recommendations to procurement specialists and managers for NAF spend analysis. Evaluates existing procurement processes that may impact P-Card transformation. Identifies impediments, recommend process improvement, performs studies to determine the necessity for revision of requirements; changes in data collection process, establishment of new or reviewed metrics, or other changes. Conducts special P-Card reviews to identify practices and procedures that deviate from policy or directive. Performs procurement planning analysis, identifies products and services for inclusion in the Government Purchase Card (P-Card) program. Creates, updates and makes formal presentations, conduct professional seminars, workshops and training sessions to teach personnel at Base and AFNAFPO levels their P-Card responsibilities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if the position allows for qualifying based on education, your transcripts will be required as part of your application. Qualifying Experience: Must have experience with contracting principles, policies, and/or procedures. Experience includes interpreting laws, regulations, principles, and/or policies to generate new procurement concepts. Experience providing expert leadership, staff coordination, and consultation in a functional area of procurement. Desired Experience: Experience with business practices and market conditions. The ability to demonstrate leadership in contracting and achieve results across complex and diverse organizations. A bachelor's degree from an accredited educational institution or at least 24 semester hours in business management, contracting, or related courses. Knowledge, Skills and Abilities (KSA's): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to demonstrate leadership in contracting and achieve results across complex and diverse organizations. Skills in conducting training and surveillance. Skills in meeting mission and objectives through effective program and contract management. Knowledge of government policies in contracting NOTE: Those qualified applicants who meet both the minimum qualification requirement(s) and highly preferred criteria(s) will be considered best qualified for this position and will be referred to the selecting official(s) first for consideration.
