Position may be filled at any of the below locations: Whitehall, OH: $111,065 - $144,386 Fort Belvoir, VA: $121,785 - $158,322 New Cumberland, PA; $ $121,785 - $158,322 Philadelphia, PA: $117,284 - $152,471 Richmond, VA: $111,183 - $144,540 Battle Creek, MI: $106,437 - $138,370 Tracy, CA: $133,060 - $172,980 Serves as the Lead Education, Development, Guidance and Engagement (EDGE) Specialist and provides technical leadership for agency workforce development initiatives Leads a team of Human Resources Specialists by assigning and coordinating work, monitoring progress, and providing guidance on program execution Plans, administers, and evaluates agency-wide learning, development, and engagement programs in support of organizational objectives Oversees delivery of EDGE services, systems, tools, and processes, while managing professional development activities and externally provided learning opportunities in accordance with applicable policies Advises leadership, managers, and other stakeholders on workforce development programs, services, resource management, and organizational needs Represents the organization in meetings and workgroups with internal and external stakeholders, preparing and delivering briefings, reports, and communications regarding program status and effectiveness QUALIFICATIONS: To qualify for a Lead Human Resources Specialist (HRD), your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Providing technical leadership and coordinating the work of staff to plan, administer, and evaluate agency-wide workforce development, learning, and engagement programs Overseeing the delivery of workforce development services, including managing training systems, professional development activities, and external learning opportunities in accordance with applicable policies Advising leadership and managers on workforce development programs, services, resource management, and organizational needs Representing the organization in stakeholder engagements and preparing and delivering executive briefings, reports, and communications regarding program effectiveness Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Substitution of education may not be used in lieu of specialized experience for this grade level.
