Under delegated authority from the Attorney General, EOIR conducts immigration court proceedings, appellate reviews, and administrative hearings. As an office within the Department of Justice, EOIR is headed by a Director who reports directly to the Deputy Attorney General. The Executive Office for Immigration Review (EOIR), under authority delegated by the Attorney General through the Department of Justice (DOJ), is responsible for administering and interpreting U.S. immigration laws, including adjudicating immigration cases and reviewing matters involving employment discrimination, document fraud, and employer sanctions. EOIR's core mission is to ensure immigration cases are adjudicated fairly, expeditiously, and consistently. The agency includes the Office of the Chief Immigration Judge, the Board of Immigration Appeals (BIA), and the Office of the Chief Administrative Hearing Officer (OCAHO), supported by legal, administrative, information technology, and policy offices. The EOIR Director provides overall leadership, direction, and oversight of the agency and its components in accordance with applicable law and regulation. The Director represents EOIR before senior DOJ leadership, Congress, other government entities, the media, the legal community, and external stakeholders; establishes and implements agency policies and operational priorities; ensures effective coordination across EOIR components; and exercises delegated authority, including the ability to redelegate appropriate authorities to designated EOIR leaders. As Director, EOIR, The incumbent for this position: Leads and oversees EOIR, directing all agency components and employees in carrying out statutory and regulatory responsibilities. Represents EOIR's positions and policies before the Attorney General, Congress, government agencies, media, legal community, and other stakeholders. Provides executive supervision of EOIR's adjudicatory components, including the BIA, Immigration Courts, and OCAHO. Establishes agency policies, procedures, priorities, and operational instructions to implement immigration laws, regulations, and new authorities. Directs overall immigration case management, including setting priorities and timeframes, assigning adjudicators, and managing case disposition. Coordinates EOIR activities with DOJ and other federal partners, including DHS, HHS, and the Department of State. Oversees complaints and conduct matters involving EOIR adjudicators, ensuring appropriate review, evaluation, and response. Evaluates organizational and leadership performance and takes corrective action when necessary, while safeguarding adjudicative independence. Oversees the qualification, evaluation, training, and continuing education of immigration judges, appellate judges, and EOIR staff to promote high-quality and consistent adjudications. Exercises delegated authority from the Attorney General and Deputy Attorney General, including redelegating authority to designated EOIR adjudicative leaders. For this position, the following Mandatory Technical Qualifications (MTQs) have been established and should be addressed within the resume application. MTQ 1: Demonstrated knowledge of U.S. immigration laws and regulations, including their interpretation and administration under applicable statutory and regulatory authorities. MTQ 2: Demonstrated expertise in immigration adjudication and case management, including oversight of immigration courts, appellate proceedings, case priorities, adjudicator assignments, and timely case resolution. MTQ 3: Demonstrated expertise in federal agency policy, operations, and regulatory implementation, including developing operational instructions, implementing new statutory/regulatory authorities, and ensuring compliance with DOJ/EOIR requirements. Conditions of Employment: You must be a United States Citizen or National. Veterans' preference is not applicable to the Senior Executive Service. Selective Service registration is required for males born on, or after, December 31st, 1959. Those not registered should have an approved exemption on file. You will be required to complete a pre-employment security investigation and background check for the security level designated for this position. You will be required to undergo a drug screening and obtain favorable results prior to being appointed. You may be subject to a one-year probationary period effective from the date in which you are appointed. This position requires you to submit a Public Financial Disclosure Report (OGE 278) upon entry, and annually thereafter in accordance with DOJ and Federal ethics guidelines. You must meet all minimum qualifications to be deemed eligible. Only experience obtained by closing date of this announcement will be considered. As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under the Mandatory Technical Qualifications and Executive Core Qualifications. Applicants must possess a J.D. degree from a law school accredited by the American Bar Association, have at least 5 years of relevant post-J.D. experience, and be an active member of the bar in good standing a state, U.S. territory, the District of Columbia, or the Commonwealth of Puerto Rico.
