Psychologist (National Manager)

The VHA National Center for Organization Development (NCOD-106C) is organizationally aligned with VHA Central Office • Human Capital Management (106). NCOD is responsible for implementing and supporting national organization improvement activities. No relocation funds will be provided. Duties of the Psychologist serving as the Senior Organization Development National Manager and licensed professional with knowledge of and ability to apply organization development best practices to leaders across the Agency, which include but are not limited to: Leads the development, implementation, and oversight of VHA's Leadership Coaching Program, establishing strategic initiatives that foster a system-wide coaching culture and advance organizational effectiveness across the Department of Veterans Affairs. Manages all operations and analytics of the coaching program, including coaching applications, databases, and share points. Plans, directs, and evaluates complex organizational development and leadership coaching initiatives, utilizing qualitative research methods to assess program effectiveness, monitor performance metrics, and recommend continuous process improvements. Provides executive-level consultation and expert advisory services to senior leaders, executives, and stakeholders on leadership development, organizational effectiveness, coaching strategies, policy implementation, and workforce engagement initiatives. Develops and sustains the national coaching infrastructure by recruiting, onboarding, mentoring, credentialing, and developing internal leadership coaches; creating professional development resources; and ensuring coaching services meet established professional and organizational standards. Collaborates with national, VISN, facility, and external stakeholders to develop policies, strategic partnerships, and innovative leadership development initiatives while representing the VHA Leadership Coaching Program through presentations, training, committees, and organizational workgroups. Education Requirement • Doctoral degree in psychology (Ph.D., Psy.D., or equivalent) from an accredited institution and hold a current, active, unrestricted license to practice psychology. Licensure: Candidates must hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory or Commonwealth of the United States, or the District of Columbia Experience: In additional to meeting the basic requirements as stated above, you must have the following: GS-14 Level: At least three years of experience as a professional psychologist, with at least one year equivalent to the GS-13 grade level In addition to the experience above, candidates must demonstrate all of the following Knowledge, Skills, and Abilities (KSAs) for a GS-14 Psychologist (National Manager): Knowledge of and ability to understand and communicate existing policies and regulations. Knowledge of and ability to utilize resource materials as well as ability to develop new materials when needed. Ability to relate to individual at many different levels both within and external to the organization. Ability to communicate effectively orally and in writing with a diverse group of professional staff. Ability to provide information about policy to various stakeholders or audiences in a useable and understandable manner. Ability to develop and recommend new or revised policies that are consistent with organizational goals and objectives. Specialized Experience: Must have a doctoral degree in psychology from an APA-accredited graduate program and possess a full, current, and unrestricted license to practice psychology at the doctoral level. Must be, at minimum, credentialed by the International Coaching Federation (ICF) as an Associated Certified Coach (ACC). Upon successful selection, the incumbent will be expected to become a Professional Certified Coach (PCC) within 12 months. In addition, the incumbent must complete all required training required to become a Mentor Coach Specialist (MCS) for both ACC and PCC-levels (MCS-ACC and MCS • PCC) and be listed on the ICF MCS Registry within 12 months of selection.
