As a Program Analyst, GS-0343-13, serves as a Program Analyst and key member of the OSPR team, supporting projects and tasks for internal clients across CMS that support the OSPR mission. Participating on cross-functional teams to plan and execute CMS projects that improve program efficiency, enterprise integration, mission delivery, and organizational transformation. Developing project plans, evaluation methods, risk assessments, and performance measures to support long-range program goals and short-term project objectives. Analyzing complex program, policy, staffing, funding, and operational issues and recommending courses of action, process improvements, and risk mitigation strategies to leadership. Researching legislation, regulations, policies, and administrative requirements to assess impacts on CMS programs, operations, procedures, and compliance responsibilities. Conducting program evaluations, cost benefit analyses, and operational studies to identify best practices and recommend improvements to policies, processes, systems, and resource utilization. Preparing reports, guidance, presentations, and responses to inquiries while representing CMS on workgroups and coordinating with internal and external stakeholders on program initiatives. In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: 1. Performing data analytic projects measuring metrics and data for multiple CMS components and leadership; 2. Applying analytical tools to develop data analytics dashboards to support enterprise-wide needs; and 3. Contributing to high-level briefings using data analysis to help inform and support leadership decision-making. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.
