# Engineering Technician (Aerospace)

This position is located in the National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), Aircraft Operations Center (AOC), with two vacancies in Lakeland, FL. This position is also announced under vacancy number OMAO-26-13069121-DE, which is open to all US Citizens or Nationals. You must apply to both announcements if you want to be considered for both.
As an Engineering Technician (Aerospace), you will perform the following duties: Maintain the material condition of the Lockheed WP-3D, Gulfstream G-IV (SP) and the Gulfstream G550 aircraft and certify airworthiness of all equipment encompassed by maintenance disciplines. Ensure aircraft conform to applicable airworthiness directives (AD), manufacturer service bulletins (SB), and technical data and policy. Ensure all necessary paper documents, forms and logs are correctly completed and submitted to maintenance control. Complete electronic logbook entries prior to and after any maintenance is performed. Perform and verify pre-flight, post flight, periodic acceptance inspection, special inspection, component replacement, and operational checks on aircraft for accuracy and completion of work. Responsible for accomplishment and documentation of all unscheduled and scheduled actions on the aircraft. Provide technical leadership from a maintenance standpoint on aircraft, involving troubleshooting of all aircraft, power plant, accessory, and installed equipment to ensure that all components are functioning properly. Research and provide evidence to support modifying standard aircraft operating procedures for unique conditions and procedures encountered in the operation of highly modified aircraft, during the preparation of research missions. Provide technical advice regarding the effects of modifications on aircraft maintenance plans. Prepare and conduct training on aircraft, power plant, accessories and installed equipment for aircrew, maintainers and researchers. NOTE: These duties are described at the full performance level of the GS-12; the GS-11 is developmental leading to such performance. PHYSICAL REQUIREMENTS: The Engineering Technician performs scheduled and unscheduled aircraft maintenance, inspections, repairs, modifications and adjustments: In hard-to-reach places. Requires one to climb up work stands, stand, stoop, lift, stretch, bend, and work in tiring and uncomfortable positions. Singularly lift parts and equipment that weigh up to fifty pounds. Push and pull heavy items such as, but not limited to, toolboxes, aircraft jacks, work stands, external power carts, oxygen and nitrogen carts, etc. WORK ENVIRONMENT: The Engineering Technician's administrative duties are performed in an office setting. The work environment involves high risks with exposure to potentially dangerous situations or unusual environmental stress that require a range of safety and other precautions, e.g., working at great heights under extreme outdoor weather conditions, subject to possible physical attack or mob conditions, or similar situations where conditions cannot be controlled. Most aircraft maintenance is performed in non-environmentally controlled hangars, or is performed outdoors especially when deployed from home station, in all types of weather conditions and is subject to exposure to many hazards: Tropical heat. Sub-zero arctic cold. Frequent exposure to aircraft fluids, such as fuel, engine oil or hydraulic fluid which may irritate the skin or eyes. Frequent exposure to cleaning solutions, solvents and spray paint which may irritate the skin, eyes, and lungs. Frequent exposure to the possibility of cuts, burns, shocks, strains, and broken bones. Frequent exposure to noise levels above 85 decibels. Fieldwork may be performed anywhere in the world under less than adequate living and working conditions. CONDITIONS OF EMPLOYMENT: Must be able to obtain and maintain an FAA Airframe and Power Plant (A&P) rating. Travel for indefinite periods as required by the needs of the Aircraft Maintenance Branch and/or Aircraft Operations Center. Must be able to obtain and maintain a valid state driver's license to operate a government vehicle in completion of assigned tasks i.e. site visits, field research, etc. Physical requirements to participate in prolong climbing, bending, stooping, bending and lifting up to 50 pounds. Must maintain a 3rd class FAA Physical.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-11 level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-10 in the Federal service. Specialized experience MUST include all of the following: Participating in inspecting, troubleshooting, repairing or performing preventive maintenance on aircraft; Assisting in monitoring completion and quality control of maintenance performed on aircraft; and Assisting in determining suitability and certifying the airworthiness of aircraft. To qualify at the GS-12 level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience MUST include all of the following: Providing technical guidance or direction to an aircraft maintenance staff and ensuring compliance with operational requirements and procedures; Scheduling and verifying aircraft inspections and follow-up maintenance or repairs; and Developing or modifying aircraft maintenance operating procedures and practices.

Must be registered for Selective Service, if applicable (www.sss.gov) Qualification requirements must be met by the closing date of the announcement. This position is in the bargaining unit and is covered by NWSEO Branch 9-10. This position requires a Low Risk Security Clearance. Background investigation will be required.
