Our client, a leading construction group, is looking for Deputy General Manager in charge of International Operations. Role Profile The Deputy General Manager – International Operations will be responsible for leading and expanding the Company’s international construction business, with overall accountability for business development, project acquisition, stakeholder management, and operational oversight across overseas markets. Reporting directly to the General Manager, the role will play a critical part in driving international growth, strengthening the Company’s global market position, and maximizing the value of its international project portfolio. Key responsibilities include: Lead and manage the Company’s international operations across infrastructure, superstructure, EPC, and strategic investment projects. Develop and execute international growth strategies aligned with the Group’s long-term objectives and geographic expansion plans. Build, strengthen, and maintain high-level relationships with government authorities, project owners, sovereign entities, development agencies, multilateral institutions, investors, and strategic partners across target markets. Identify, evaluate, and secure new business opportunities through international tenders, direct negotiations, public-private partnership (PPP) initiatives, strategic alliances, and project development activities. Direct all project acquisition activities, including opportunity assessment, bid strategy development, consortium formation, commercial structuring, contract negotiations, and successful project award. Support market-entry initiatives and establish sustainable operating platforms in existing and new geographies. Oversee the performance of the international project portfolio, ensuring excellence in project delivery, profitability, operational efficiency, compliance, risk management, quality, health and safety standards. Monitor geopolitical, regulatory, commercial, economic, and financial developments that may impact international operations and business strategy. Lead and develop multicultural and geographically dispersed teams while fostering a high-performance and collaborative organizational culture. Represent the Company at executive-level meetings with clients, government entities, investors, lenders, development finance institutions, business partners, and other strategic stakeholders. Collaborate closely with engineering, project management, procurement, legal, finance, commercial, and investment teams to ensure successful project execution and value creation. Contribute to the Group’s international growth strategy, investment decisions, country prioritization, and long-term portfolio expansion plans. Required Qualifications Bachelor’s degree in Civil Engineering, Architecture, Construction Management, or a related discipline; a master’s degree in engineering, Business Administration, or a related field is highly desirable. Minimum 20 years of progressive leadership experience within international construction, infrastructure, EPC, real estate development, or investment organizations, including significant experience in senior executive roles. Demonstrated track record of successfully leading and delivering large-scale international infrastructure and superstructure projects across multiple jurisdictions. Extensive experience in international tender management, project acquisition, consortium formation, contract negotiations, and stakeholder engagement. Strong understanding of international contracting models, including EPC, Design-Build, PPP/P3, BOT, concession-based structures, and FIDIC contract frameworks. Proven experience working with governments, public authorities, sovereign entities, multilateral development institutions, export credit agencies, or international financial institutions. Strong commercial and financial acumen, including project finance fundamentals, contract management, investment evaluation, risk assessment, budgeting, and project profitability management. Demonstrated success in managing multicultural organizations and geographically dispersed teams operating across multiple countries and regions. Strong strategic thinking, business development capabilities, and the ability to identify and convert market opportunities into executable growth initiatives. Excellent leadership, communication, negotiation, stakeholder management, and decision-making skills, with the ability to influence senior government officials, investors, lenders, and board-level stakeholders. High degree of integrity, professionalism, cultural awareness, and sound business judgment. Fluency in English is required; additional languages, particularly Arabic, Russian would be considered a strong advantage. Willingness and ability to travel extensively across international markets. Preferred Profile The ideal candidate will be a highly respected international construction executive with a proven track record of delivering major projects and securing new business opportunities across multiple regions. The individual will combine strong commercial instincts, strategic vision, and international stakeholder relationships with the leadership capabilities required to manage complex multinational operations. The successful candidate should possess the executive presence necessary to represent one of Türkiye’s leading construction groups and play a key role in accelerating its international growth ambitions and strengthening its position among the world’s leading contractors.
