MOBILE EQUIPMENT OPERATOR LEADER

The primary purpose of this position is to lead three or more workers to accomplish trades and/or labor work on a substantially full-time and continuing basis. Leader is responsible to both perform the work assigned by a supervisor and ensures that subordinates completed assigned work consistent with trades and labor standards. • Leads a team of trades and/or labor workers. On a regular and recurring basis, utilizes trades and/or labor knowledge and skill to lead a team of three or more workers in performance of various related work. • Performs work. Performs nonsupervisory trades and/or labor work that is usually of the same kind and level as members of the work crew led. • Operates boom cranes and/or provides crane rigging support. Work is typically done near obstructions which restrict the load movement and the movement of the boom. • Operates a variety of vehicles including Material Handling Equipment (MHE). Operates vehicles to transport supplies, materials, equipment, and/or tools. • Schedules and dispatches passenger, cargo, and U-drive vehicles. Receives customer requests verbally and in writing, checks validity of requests, and dispatches vehicle/driver to accomplish the mission. In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5700 Transportation/Mobile Equipment Operation Group.. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is without more than normal supervision; the ability to lead. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Working knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s) including crane operating, crane rigging and motor vehicle/forklift operating. Knowledge of safety regulations, practices, and procedures. Knowledge of the use and maintenance of tools, equipment, and equipment common to trades and labor work performed by the group being led. 2. Skill in performing the trade and /or labor work of the group being led. Ability to lead a team of three or more labor or trade employees. 6. Ability to plan and organize work assignments to include determining resources required to accomplish mission. 3. Ability to interpret instructions, specifications, etc. (related to mobile equipment operation). 4. Knowledge of operation, capabilities, and capacities of boom cranes. 5. Knowledge of operation, capabilities, and capacities of locomotives and railway equipment. 6. Ability to react quickly to hand and other signals from ground level personnel. Ability to use and maintain tools and equipment. Physical Effort: Involves significant manual labor, including the handling of heavy rigging equipment, maneuvering large attachments, and physically loading or unloading transport vehicles. Working Conditions: Requires operating heavy machinery in hazardous, restricted, or environmentally challenging conditions, demanding high situational awareness and adherence to safety protocols. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
