Supervisory Commissary Management Specialist (Private Brand Program Manager)

Supervisory Commissary Management Specialist (Private Brand Program Manager) serves as the program manager overseeing DeCA's private brand program and is responsible for the selection, implementation, and management of private brand grocery products within DeCA's category management structure including product assortment, pricing, and promotion. Read the entire announcement before starting the application process. Manages upstream relationships with private-brand suppliers, brokers, contractors, and other business partners. Develop private-brand plans that provide patrons with a lower cost alternative to national and regional brands. Ensure that private-brand products contribute to patron's commissary benefit, category revenue growth, and profit target collaboration with category managers. Develop merchandising strategies, program budgets, sales targets, and profit objectives. Collaborates with category managers to identify, develop, implement, and maintain private-brand programs. Analyzes sales, geographic, demographic, consumer, operational, and financial data to identify private-brand opportunities. Coordinates with contracting personnel, suppliers, and contractors; monitors performance; and assists in resolving contractual and operational issues. Manages the private-brand product lifecycle from concept development through implementation, performance evaluation, reformulation, and discontinuation. Lead private-brand product launches in coordination with the category managers responsible for national-brand portfolios. Develops private-brand policies, procedures, standards, and implementation guidance for use throughout DeCA. Supervises a team of private-brand merchandising specialists performing category management and program support work. You must meet qualifications and requirements by the announcement closing date. At the GS-14 grade level, you can meet minimum qualifications only through having the required specialized experience. Specialized experience is demonstrated knowledge of retail procurement and distribution methods; principles, procedures, and techniques of retail food merchandising and retail food store management, and developments in commercial retail food store items, equipment, and practices. Examples of creditable qualifying specialized experience include: Managing a commissary store, supermarket, or similar type of commercial retail food store. Managing a department in a retail food store. Planning, standardizing, or controlling operations in an assigned group of retail food stores. Developing, interpreting, or applying policies, procedures, and operating standards for use in a retail food store. Providing technical advice on merchandising and operational matters pertaining to grocery, meats, and produce supplies, as well as front-end operations. You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Qualifications One year of specialized experience equivalent to at least the GS-13 grade level.
