Marine Corps Community Services (MCCS) is looking for the best and brightest to join our Team! MCCS is a comprehensive program that supports and enhances the quality of life for Marines, their families, and others in the Marine Corps Community. We offer a team oriented environment comprised of military personnel, civilian employees, contractors and volunteers who keep the organization functioning smoothly and effectively. Provides leadership and oversight for the development and implementation of IS/IT resources, services, and operations based on business requirements, including infrastructure, business applications, point-of-sale systems, cybersecurity, business intelligence, network operations, and service/deployment supporting MCCS enterprise solutions. Serves as principal advisor to the Director, MR and senior staff, overseeing strategy, design, implementation, integration, and support of information systems across the organization, including infrastructure, business applications, network operations, service/deployment, and cybersecurity. Operates and defends the MCCS network in coordination with IC4 Division and MCCOG. Appointed by IC4 as MCCS NAF Authorizing Official (AO), responsible for risk acceptance for MCCS systems, applications, and enclaves. Plans, manages, and leads directorate programs; formulates policy, procedures, and metrics to ensure alignment with higher headquarters and standardized direction to field components. Evaluates and recommends improvements to program functionality, methodology, and product/service quality. Directs IT strategies and translates them into organizational action for MCCS. Ensures inspection, performance management, resource allocation, and infrastructure sustainment. Oversees IT Directorate branches. Provides direction on strategy, design, development, and modification of plans to improve integration and effectiveness of directorate operations. Maintains cooperative relationships with counterparts, senior officials, DoW leaders, external institutions, component staff, and other associates to promote project activities. Establishes minimum standards for program, policy, procedures, and personnel. Resolves difficult technical problems, applies new techniques, and provides clarification and negotiation with the Director, MR. Explains regulatory and legal requirements. Ensures standards for new methods and techniques, incorporates new services into existing programs, and establishes new or expanded services for Marine Corps-wide or special patron groups. Represents the Director, MR in DoW, military components, and vendor forums. Stays current on IT developments, trends, standards, and compliance regulations affecting the organization. Ensures MCCS systems and applications are registered and maintained in DITPR and DADMS. Serves as principal advisor to the Director, MR and leads complex directorate operations with worldwide impact, including mission, policy, strategic planning, prioritization, funds allocation, execution, evaluation, and improvement, in accordance with agency laws and regulations. Develops operational guidelines for directorate actions and standards when established guidelines are insufficient or unavailable. Addresses administrative, technical, logistical, and protocol aspects of functions, projects, and events from conception through completion and evaluation. Provides expert advice on products or services to define program scope, requirements, and deliverables. Monitors and assesses Directorate operations and progress toward organizational goals. Develops enterprise-wide solutions to anticipate and mitigate risks. Ensures quality assurance processes and identifies problems and provides guidance and recommended actions to improve programming and achieve goals. Organizes directorate goals and functions, sets priorities, and allocates resources. Consolidates branch needs and manages functional and infrastructure requirements, translating them into technical requirements for logical design and alternative technologies to support current and future resources. Responsible for modernizing application development and maintenance Oversees the software development life cycle (SDLC) from requirements through design, delivery, testing, and deployment, seeking opportunities to streamline and modernize application delivery Applies enterprise budgetary and financial management principles to long-range IT planning. Develops and executes IT Directorate budgets and briefs the MCCS Board of Directors. Monitors and manages IT projects and programs to achieve budget goals. Responsible for the digital services line of business (StormBreaker). Conducts feasibility studies for major IT expenditures, including economic analysis and justification of alternatives. Establishes systems to monitor benefits of new systems. Coordinates contracting requirements with the Procurement Directorate for technology procurements. Supervises employees directly and indirectly. This is a white-collar position; occasional lifting up to 20 lbs. may be required Ten years or more experience that demonstrates the skill to plan, and manage: large-scale technology change, hardware and software systems, procurement, budgeting, and special projects. Knowledge of Retail, Point of Sale (POS), Food Service, and Supply Chain functions along with experience implementing core business support systems (Finance, Accounting, HR/Payroll/Benefits, Business Intelligence and Mobile). Skill to supervise employees in the accomplishment of work. Applicable education may be substituted for years of experience. Preferred skills include Project Management Professional (PMP) and Certified Information Systems Security Professional (CISSP) certifications. Mastery level knowledge and skill in selecting, designing, implementing, integrating, and supporting organizational information systems, including managing access and ensuring security for all networked resources.Skill to develop policies and assess policy needs to govern organizational IT activities, audit IT programs and projects, ensure application of information security/information assurance policies, principles, and practices in the delivery of planning and management services. Skill to work collaboratively with constituent groups in setting priorities for the deployment of information technology that supports the organizational mission. Mastery level knowledge of industry (PCI DSS) and governmental (FISMA) compliance standards along with knowledge of networking, database management, windows and UNIX/Linux based systems, software packages, telecommunications, analysis, design and project management methodologies, federal procurement rules and regulationsAs an authorized and privileged user of Department of Defense Information Systems must possess or obtain and maintain a current DoD 8140.01 Information Assurance Manager Level III (IAM III) certification as a condition of access within six months of employment and thereafter must complete annual Information Assurance awareness training. Must be a U.S. Citizen. The incumbent must be eligible for a Single Scope Background Investigation (SSBI/Tier 5). Appointment and continued employment are subject to a favorable adjudication of the security investigation. Note: This position is identified as a Test Designated Position (TDP). The incumbent is subject to random drug testing because duties must be performed with a high level of productivity, reliability and judgment to prevent adversely affecting personnel safety, and causing risk/damage to government property, and/or significant adverse impact to day-to-day operations.
