# Lead Program Analyst

Department of State Headquarters

The Bureau of Administration directs the Department's worldwide supply chain infrastructure and systems for contracting acquisition, transportation, travel, claims, personal property, inventory management, and diplomatic pouch and mail service. Global Operations provides global logistics support for the people and programs of America's diplomacy.
Exercise first-line workflow authority over a team of PCS Analysts, providing input for performance evaluations, recommending personnel actions and feeding into decisions on leave approval and work assignments.
Lead studies to evaluate administrative procedures, policies, and methods associated with the PCS process, resulting in policy recommendations to senior leadership.
Research, review, analyze, and maintain currency with policies, regulations, and procedures, including 3 FAM, 14 FAM, Standardized Regulations, Federal Travel Regulations, and Department/Bureau policies.
Plan, and lead short-term and long-term team projects to evaluate activity trends, prioritization, and the impact of changing regulations.
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience generating and evaluating alternatives, and making recommendations Experience working with clients and customers to assess their needs in providing information, assistance, resolving problems Experience working in a cross-functional team, adapting communication style to different audiences There is no substitute of education for specialized experience for the GS-12 position.
