Budget Analyst

You will serve as a Budget Analyst with Office of the Secretary of Interior. The incumbent serves as a budget analyst in the Department of the Interior's Office of Budget. The incumbent is responsible for a full range of budget development, execution and presentation activities. Salary with locality pay for Washington, DC. GS-14 range (base pay): $143,913-$187,093. First time hires to the Federal government normally start at the step 1 rate. Some of the major duties you will perform include but are not limited to the following: Participates in the Department's funds allocation process including funds control procedures, apportionments, funds execution, internal controls and reporting for all types of funding including appropriated funds, mandatory funding, discretionary funding, reimbursable funding, working capital funding, franchise funds and collections of all types including receipts, fees, rents, and bonuses. Applies advanced analysis techniques to program data expressed in financial terms whichincludes detailed review of budget requirements for specific appropriation as well as,coordination and control of the estimates and funding for the appropriation, consolidating estimates for incorporation in the overall estimates. Conducts detailed budget execution analysis, including the development of recurringbudget execution reports, such as Mid-Year Reviews and develops high-level analysis forreview by the OS Budget Officer. Provides concise and timely budget execution analysis of financial and legislative issuesincluding impact of new initiatives, legislation, and/or policy, implementation of OSBudget initiatives, and crisis assistance. Prepares defendable projections based on program knowledge and analytical ability as directed by the OS Budget Officer. Prepares thorough and accurate reports and briefings for periodic review as required The position is suitable for telework and the incumbent may be allowed to telework with supervisory approval. Minimum Qualification Requirements: To qualify for this position, you must meet the following minimum qualifications: To qualify for this position at the GS-14 grade level: Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience: Mastery knowledge and understanding of the Congressional and Federal budget process and DOI and budget policies and procedures to develop and implement consistent policies and to render authoritative interpretations. Expert knowledge and ability to apply Federal budget execution and fiscal policies, procedures, and practices in (a) developing and implementing these policies and procedures, (b) overseeing Departmental compliance, and (c) providing advice, guidance, and assistance to bureaupersonnel. Expert knowledge of advanced budget analysis techniques and tools sufficient to develop cost factors, ratios, tests, and other complex mathematical modules to evaluate status of funds, and to determine the cost-benefits of alternative budget and program actions.
