Health System Specialist

About the Position: This position is located at Madigan Army Medical Center, within the Department of Pathology. The work involves planning, directing, researching, analyzing, developing findings, and coordinating administrative activities in support of organizational operations. This is a Direct Hire Solicitation As a Health System Specialist, the incumbent provides critical administrative oversight to ensure effective workflow, regulatory compliance, and mission support across the department. Consult with management to develop controls and procedures ensuring compliance with all regulatory requirements. Collect system-generated data and analyzes it to conduct management studies and Business Case Analyses that improve organizational efficiency. Evaluate program operations for effectiveness, efficiency, and compliance with mission and performance standards. Oversee the budget in automated systems by monitoring expenditures, pay targets, burn rates, and workload/overtime trends. Communicate in writing, developing graphs, to gather information, present recommendations and coordinate services. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Duties reflect the full-performance GS-11 level; lower-grade work is performed in a developmental capacity under closer supervision. Specialized Experience GS-09: One year of specialized experience performing administrative support within a health care organization which include collecting, organizing, and assisting in analyzing statistical data such as charts, graphs, and reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience GS 11: One year of specialized experience which includes providing administrative support of health care operations, managing operating budget through an automated system, and recommending actions that improve operations and ensure compliance with regulatory standards. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
