Leads the agency's most complex, sensitive, novel, or consequential analytical work; provides senior technical consultation on analytical methodology, data quality, performance measurement, research and evaluation, and interpretation; and prepares or reviews high-impact analytical products for internal and external stakeholders. Manages aspects of agency data governance process. Works across agency divisions and with external partners to frame complex questions and develop defensible analytical approaches. This is an individual-contributor position with no personnel-management responsibilities. Works under limited supervision with moderate latitude for the use of initiative and independent judgment. Hybrid in-office / work-from-home role but not restricted to Austin Metropolitan area (agency has locations throughout the state). May be required to work more than 40 hours per week. Minimal travel may be required.Essential Job DutiesLeads or performs the agency's most complex, sensitive, novel, or high-impact analytical initiatives and determines appropriate analytical approaches when established methods are insufficient.Analyzes data using appropriate statistical and analytical methods; interprets results; identifies significant trends, differences, risks, and limitations; and prepares legislative, executive, public-facing, or other high-impact deliverables.Develops, evaluates, and advises on agency performance measures, definitions, methodologies, calculations, validation processes, and reporting approaches.Establishes and evaluates data-quality assurance, audit, reconciliation, and validation approaches for high-impact analytical and reporting products.Reviews complex analytical products for methodological soundness, accuracy, reproducibility, appropriate interpretation, and clear communication of assumptions and limitations.At leadership's request, provides consultation on research design, program evaluation, scope, methodology, data collection, measurement, statistical methods, and interpretation.Serves as a senior analytical advisor to executive, program, research, technical, governmental, and other stakeholders; frames ambiguous questions, reconciles differing needs, and translates them into defensible analytical approaches.Collaborates with Information Technology, the Data Office, research, programs, and other areas to improve analytical datasets, data collection, reporting solutions, and repeatable analytical processes.Assesses the analytical, data, performance-measure, and reporting implications of legislation, policy, program changes, and operational initiatives.Provides technical leadership in the effective use of SQL, Microsoft Power BI, Python, and other appropriate analytical technologies and supports modernization of analytical practices.Writes, coordinates, and manages data governance documentation in coordination with subjec matter experts and other agency stakeholders.Mentors analysts, provides advanced technical assistance and training, and coordinates analytical contributions across complex initiatives without exercising supervisory authority.Communicates high-impact findings, uncertainty, limitations, risks, and recommendations clearly to executive leadership and internal and external stakeholders.Performs a variety of related duties not listed, to be determined and assigned as needed.Performs all duties in compliance with agency safety policies and procedures:Reports safety hazards and corrects hazards when possible.Completes required documentation in the event of an accident/injury within requested time frames.Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies.Will be required to travel up to 10% of the time.Actively embody and support the Texas Model by demonstrating its core values in daily tasks and interactions with others.Minimum QualificationsBachelor's degree. Five (5) years of full-time wage-earning professional experience that may include data or statistical analysis, applied research, research planning or design, program evaluation, performance measurement, or legislative or policy analysis.A cover letter is required.Preferred QualificationsExperience producing or reviewing legislative, executive, public, regulatory, or externally reported analytical products.Experience developing or evaluating performance measures, research designs, program evaluations, or analytical methodologies.Advanced experience with SQL and Microsoft Power BI and experience using Python for analysis or automation.Experience providing technical review, analytical quality assurance, or methodological consultation.Knowledge of the juvenile justice system and experience working with juvenile justice or other complex human-services data.Experience working with case management, HR, criminal justice, education, or other related databas
