INSPECTIONS SPECIALIST (SUPERINTENDENT)

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a INSPECTIONS SPECIALIST (SUPERINTENDENT), Position Description Number D2897000 and is part of the PA 171st Air Refueling Wing, National Guard. 1 or more Position(s) may be hired against this Announcement. INDEFINITE Position may lead to permanent assignment without further advertisement. As a Inspections Specialist (Superintendent), GS-1801-12, you will serve as a Subject Matter Expert (SME) for all IG programs and exercises significant responsibility as a Wing advisor of The Inspection System, CCIP, Unit Self-Assessment Program (USAP), Complaints Resolution Program (CRP) and FWA Program. Responsible for planning and executing the various complex programs supporting of the Wing CCIP. Oversee the management of Wing instruction and develops goals using detailed analysis of the Wing USAP and IG systems of record, to include IGEMS, IGEMS-C and MICT. Serve as an independent IG in overall operation, administration, and management of the CRP, IG Investigations, FWA, and Whistleblower Reprisal program. Coordinate with the Wing Commander and Wing IG to identify and apportion appropriate manpower to administer effective CCIP and CRPs as IG duty is a position of high public trust and personnel selected must be functional experts with a breadth of experience. Perform other duties as assigned. APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard. AREA OF CONSIDERATION: Non Bargaining Position AOC 1: NG Employees at the 171st Air Refueling Wing AOC 2: NG employees in the 171st Air Refueling Wing (This includes 258th ATCS, 146 Weather Flight, 146 ARS, and 147 ARS) AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes Traditional Airmen, Temporary Technicians and AGR Personnel) TEMPORARY PROMOTION/REASSIGNMENT: Currently employed permanent technician selected will occupy this position as a Promotion not to exceed or Reassignment as appropriate in their present status. INDEFINITE: Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Military Grades: ENLISTED E-7 Supervisor for this position is Lt Col Higgins Manpower # 01063244 NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: All series personnel must be competent at the next higher level before being eligible for that level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Application must indicate at least 36 months experience s in planning for and executing inspector general programs and using software data systems. Experienced in the procedures to inspect and report on the state of discipline program efficiency and effectiveness, and readiness of military and civilian forces. Experiences involved work as the primary inspector general advisor with responsibilities to plan, direct, and manage inspector general programs. Experienced in conducting investigations and inspections to ensure compliance with agency policies, practices, and regulations. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
