Management & Program Analyst

The position serves as the Management and Program Analyst, GS-0343-9 FPL 11, located in the Office of Community Supervision and Intervention Services within Court Services and Offender Supervision Agency for the District of Columbia (CSOSA). CSOSA provides community supervision of adult offenders released by the DC Superior Court or the United States Parole Commission on probation, parole and supervised release in the District of Columbia. Performs a variety of duties related to the research, data collection and analysis, and identification of criminal activities and enterprises in the Washington, DC, Metropolitan Area to support the effective community supervision of adult probationers. Monitors case status changes and produces intelligence reports for consumption by internal stakeholders to support staff safety and close supervision. Utilizes a variety of internal and external databases and open sources to assist supervision staff, management, and other senior leadership with analysis of offender involvement in criminal activity and compliance with supervision. Collaborates with other law enforcement agencies on straightforward intelligence-gathering problems, such as identifying intelligence gaps. Participates in collaborative multi-agency task forces authorized by the Agency Director to further intelligence gathering and assist partners in investigations by assembling, collating, coordinating, and analyzing reports and evidence. Participates in public meetings to provide intelligence-data and reports. Performs routine and non-complex tasks to assist in the development and maintenance of relationships with law enforcement stakeholders. Assists in developing and implementing plans for disseminating routine information about a specific intelligence discipline and/or program. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be eligible for the GS-09 position, applicants must have served 52 weeks as a GS-07 or higher in the Federal Service. To be eligible for the GS-11 position, applicants must have served 52 weeks as a GS-09 or higher in the Federal service. GS-09 Qualifications To minimally qualify for this position at the GS-09 grade level, you must meet all the following requirements: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07 or equivalent in other pay scales) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as performing developmental-level analytical and evaluative work related to administrative, operational, or program activities. Examples include: Applying basic analytical and evaluative techniques to identify and resolve procedural or factual issues. Conducting research, data collection, and analysis to identify patterns, issues, or trends relevant to program operations. Using qualitative and quantitative analytical techniques to support studies or projects. Assisting in reviewing and evaluating information sources, assembling corroborating data, and supporting routine intelligence or administrative inquiries. Preparing routine written materials, guides, instructions, or summaries to transmit information. Providing routine support in maintaining communication with internal and external stakeholders. Knowledge Required: Applicants must demonstrate on their resume, knowledge of: Analytical and evaluative methods for resolving factual or procedural issues. Management and organizational theory, administrative practices, and work processes. Basic intelligence techniques, information sources, and the criminal justice system. Qualitative and quantitative analytical approaches. OR Substitution of Education for GS-09 Specialized Experience: Two full years of progressively higher-level graduate education, Master's or equivalent graduate degree, or LL.B. or J.D., if education is related, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education GS-11 Qualifications To minimally qualify for this position at the GS-11 grade level, you must meet all the following requirements: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09 or equivalent in other pay scales) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as performing independent, full-performance-level analytical and evaluative work involving complex issues affecting organizational operations. Examples include: Applying a full range of analytical and evaluative methods to assess management processes, program effectiveness, or organizational operations. Conducting complex data collection, intelligence analysis, and interpretation, including identifying patterns, schemes, intelligence gaps, or risk indicators. Producing intelligence reports, trend analyses, and forecasts used by management for policy and operational decision-making. Supporting or participating in contingency planning, risk mitigation, incident response, and operational readiness activities. Coordinating with multi-agency law enforcement partners, contributing to collaborative intelligence work and joint investigations. Applying advanced decision-making techniques and developing recommendations to resolve programmatic or operational issues. Exercising discretion related to handling sensitive information and complying with privacy laws and dissemination rules. Knowledge Required: Applicants must demonstrate knowledge of: Advanced analytical and evaluative techniques used for complex program or operational analysis. Intelligence analysis methodologies, sources, collection processes, and evaluation techniques. Criminal justice systems, supervision operations, offender behavior, and risk factors. Privacy laws and security protocols governing sensitive information and intelligence data. OR Substitution of Education for GS-11 Specialized Experience: PH.D. or Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
