PROGRAM ANALYST

The primary purpose of this position is: To serve as a command HQs level program analyst to manage AMC Test and Evaluation (TE) Financial Resources, Budget process and Test Resource Plan (TRP) process; to manage daily execution of the AMC TE budget; to serve as the TE Directorate Resource Advisor; and oversee resources for several geographically separate organizations . Plans, analyzes, evaluates issues, and develops recommendations to resolve substantive problems and issues of effectiveness of work operations in a major command program. Develops directorate financial plans and spending plans. Prepares and delivers oral presentations such as briefings, training sessions, and strategy session with other staff service functions and activities to secure cooperation, resolve controversial matters and convey information relative to proposed changes. Manages, tracks and staffs test resources plans (TRPs) requiring AMC resources. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of test operations toward development and/or improvement of critical command plans and programs for conducting test in support of major operations such as war, mobilization, rescue, mission and flying operations, deployment, rescue, foreign materiel acquisitions, acquisition, special operations, or similar operations. Knowledge of military command structure, missions, programs, and organizational relationships and test goals and objectives, the sequence and timing of key acquisition events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Ability to plan, organize, and develop test and/or evaluations, making recommendations on substantive operating systems, and negotiate effectively with others to accept and implement recommendations, where the proposals involve substantial resources. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and skill in the application of DOD, Joint and AF financial management and budgeting principles, concepts and methodologies directives, concepts, procedures, guidance and policy, and test and evaluation policies. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned activities/organizations. 2. Knowledge and skill to gather, assemble, and analyze facts draw conclusions, devise solutions to problems, and identify changes and trends. Skill in applying analytical and evaluation techniques to the identification, consideration and resolution issues or problems concerning efficiency and effectiveness of test operations. Skill in conduction interviews with supervisors and employees to obtain information about organization mission function and work procedures. Ability to plan, organize, and negotiate effectively with test managers and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. 3. Ability to communicate effectively, both orally and in writing to gain cooperation from others through tact, courtesy, and diplomacy; negotiate complex issues; and maintain good working relationships. 4. Ability to access or locate and analyze information through the use of a personal computer, software programs and the internet to include DTIC. 5. Knowledge of DOD security handling directives and procedures. 6. Knowledge of the various financial resource management systems such as Command Resource Management System (CRIS), Automated Business Support System (ABSS), Defense Travel System (DTS), etc. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
