INDUSTRIAL SECURITY SPECIALIST

DCSA's Industrial Security Component is seeking a Industrial Security Specialist. In this role you will be responsible for handling Industrial Security Program (ISP) functions within the Field Office's Area of Responsibility (AOR), and to assist the Field Office Chief as necessary in day-to-day operations. This position may be filled at either GG-11 or GG-12 grade level, please indicate the grade for which you want to be considered. Incumbent may be advanced non-competitively to the established target grade upon meeting developmental benchmarks, performance requirements, and other requirements, as applicable established for the career program or specifically for the incumbent. As an INDUSTRIAL SECURITY SPECIALIST you will be responsible for the following duties: Utilizes advanced technical and critical thinking to identify, document, compose reports and communicate security program vulnerabilities and associated mitigation actions to internal/external stakeholders up to the senior executive level. Demonstrates advanced competency of analysis methods, professional writing skills to complete comprehensive reports, and oral presentations with the ability to succinctly express ideas and concepts to internal/external stakeholders. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: For the GG-11: Specialized experience sufficient to demonstrate that I have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-09) in the Federal service and are prepared to take on greater responsibility. Conducting periodic security reviews and other security oversight actions to ensure compliance with regulatory requirements, contractual obligations, and/or other security agreements; Conducting, recording and overseeing security violation investigations and/or associated activity occurring at contractor facilities to include the loss, compromise, or suspected compromise of classified information/material ensuring appropriate conclusions, identification of culpable individual(s), root cause and corrective actions to prevent recurrence; Developing and presenting oral briefings to large groups and stakeholders OR I have a Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. For the GG-12: Specialized experience sufficient to demonstrate that I have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-11) in the Federal service and are prepared to take on greater responsibility. Conducting complex security reviews and security oversight actions independently to ensure compliance with regulatory requirements, contractual obligations, and/or other security agreements; Independently conducting, recording and overseeing complex security violation investigations and/or associated activity occurring at contractor facilities to include the loss, compromise, or suspected compromise of classified information/material; Integrating and collaborating with internal/external stakeholders to decrease associated risk to programs/technologies and support strategic initiatives; and Mediating and resolving conflicts involving security requirements and/or guidance amongst internal or external stakeholders. There is no substitution of education for experience at the GG12 level. Specifically you will be evaluated on the following competencies: 1. Classification Management • Apply the requirements for classifying, marking, redacting, handling, transporting, and safeguarding protected information and/or classified information. 2. Information Security • Applies knowledge of policies, procedures, and requirements established under appropriate authorities to protect information that, if subjected to unauthorized disclosure could reasonably be expected to cause damage to national security. 3. Writing • Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material that is appropriate for the intended audience. 4. Decision Making • Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change. 5. Risk Management • Knowledge of the principles, methods, and tools used for risk assessment and mitigation, including assessment of failures and their consequences. If substituting education for experience at the GG-11 level, you must possess a Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher graduate education leading to such a degree; OR LL.M., if related. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
