As an Financial Program/Cost Analyst (Financial Policy), you will evaluate and support various financial policy proposals and regulations that impact the agencies financial activities..
Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, within the Office of the Chief Financial Officer and are assigned based on the need of the agency.
The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.
Evaluates and analyzes various financial policy proposals and regulations impacts to OCFO related financial activities.
Work with leadership on developing financial policies related to issues surrounding adjustment, change, extension, and termination of financial systems.
Assist leadership with oral and written briefings, presentations, talking points, and other information that address controversial or complex financial issues that may impact OCFO, USCIS and DHS senior level leadership decisions.
Represent assigned division on inter-agency and intra-agency working groups.
Researches, drafts, and develops content for training, presentations, and public engagement materials.
The qualifications for this position must be met by 11:59 PM (Eastern Time) on 09/30/2026. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 09/30/2026. GS-09: You qualify at the GS-09 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-07 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties: Assisting with the research, writing and assessment of financial directives, statutes, regulations, and proposed financial policies to support financial operations; Updating SOP's and other internal guidance that reflects changes to policies and legislation; Assisting in oral and written presentations, briefings, talking points, and other information that address controversial or complex financial issues that may impact senior level decisions; Participating in working groups made up of subject matter experts; Supporting the research and drafting of content for trainings, presentations, and public engagement materials. OR You may substitute a Master's degree or two (2) full years of graduate education leading to such a degree in any field, or a J.D. or L.L.B. degree for experience required at the GS-09 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours. GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties: Assisting with the development and revision of financial policies related to issues surrounding adjustment, change, extension, and termination of financial systems; Supporting the analysis of financial policies, procedures, laws, and guidelines to ensure compliance with federal requirements and alignment with legal and industry standards; Assisting in updating standard operating procedures and other internal guidance to reflect changes to legislation and policies; Participating in working groups and recording highlights of meetings for sharing with senior policy analysts; Assisting senior policy analysts with developing, editing, and formatting the chapters of a financial policy manual. OR You may substitute a doctoral degree (PhD or equivalent degree) or three (3) full years of progressively higher-level graduate education leading to such a degree in any field, or L.L.M. if related for experience at the GS-11 grade level or such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours. GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties: Evaluating and analyzing financial policy proposals and regulations to support financial operations; Working with leadership on developing financial policies related to issues surrounding adjustment and termination of financial systems; Evaluating financial impacts of proposed and actual financial legislation and policies; Coordinating meetings of financial policy working groups and maintaining agendas; Assisting senior policy analyst with developing, editing, and formatting draft regulations and related materials. GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties: Researching and assessing financial directives, statues, regulations, and proposed financial policies to support financial operations; Developing and revising financial policies related to issues surrounding adjustments and termination of financial systems; Preparing oral and written briefings, presentations, talking points, and other information that addresses controversial or complex financial issues that may impact senior leadership decisions; Representing assigned division on inter-agency and intra-agency working groups; Developing content for training, presentations, and public engagement materials.
